Why do mothers let their 6 month old babies crawl on the floor instead of keeping them in a safe playpen?

My married sister lets her 6 month old baby boy crawl on the floor despite the dangers of someone stepping on him or of the baby finding something dangerous to put in his mouth.

When I asked her why she says her baby is happier crawling on the floor then in a playpen.
This may be true but its also much more dangerous?
I meant someone could ACIDENTLY step on a baby or kick it if they don't look on the floor as they walk.

Muscles and brains need room to grow. Think how much more room there is on the floor to move around, test hypotheses, look at things from different positions, etc. Gross motor development will happen in a playpen; however, it will happen faster outside of the controlled small environment.
