Baby Paper Border

If an illegal immigrant crossing the border is like a baby. What can you do to obtain citizenship?
I am a youth pastor with a girl in my youth group that just finished recently. She went to Christian school, she wants to live a normal life but has no identity or documents. It has no link to return to Mexico. His mother smuggled from the border when she was a couple of months. Does anyone know any information about how he could obtain citizenship or at least some kind of visa so he can go to university and work to live a normal life? --- Thanks
